Purpose:
-New Plant in Tianjin, estimated production capability 200kt/year
-The group has very strict HSE regulations
-Awareness on HSE needs to be better perceived by the employees
-Ensure the company operation is compliant with the Group HSE regulations
-Enhance the HSE culture
Responsibilities:
-Work together with project manager on HSE & Security management of the Tianjin project to ensure having no accidentlevel 3 defined co.
-Establish and maintain the HSE management procedure for the company.
-Provide HSE training to staff and construction contractors to ensure they are aware of HSE policy/procedure.
-Identify potential risks and non-conformance factors then take corrective actions to minimize the risks by contractors in the construction process by onsite safety inspections and toolbox meeting.
-Make sure operation activities are all in line with National and local laws, regulations and rules.
-Establish the Emergency Response Plan for the company and organize drills based on the ERP.
-Manage the security guards' daily work, establish the security management procedure and train the guards as Emergency Response Team.
-Keep close communication with project manager and contractors by regular safety meeting.
-Ensure all firefighting facilities are kept in good conditions by monthly inspection and test.
-Report all near miss/deviations/first aid/accidents to project manager and corporate management.
-Follow up corrective and preventive actions based on findings by management safety tour report.
-Other issues from Project Manager.
Requirements:
-Bachelor degree, major in environment and safety or chemical
-Over 5 year experience in HSE with at least 3 years experience in HSE management
-Be familiar with quality system, ISO14000 and OHSAS18000
-Good at communication, leadership, able to work under pressure
-Fluent in both written and basic spoken English
-Experience in petrochemical industry will be a plus
