1. According to environment department publication, there is a Administrative penalty case due to fraud registration for new chemical substance. This penalty was made based on <rule of new chemical substance> which was effective on Oct 15, 2003. But <rule of new chemical substance> was modified and effective on Oct 15, 2010. The law application was followed by the principle of the former and the lighter penalization from some point of view, but these 6 enterprises which violated the rule may still lost the qualification to register the new chemical substance within 3 years according to the rule.
2. The new modified regulation of dangerous chemical safety management was effective on Dec 1, 2011. This regulation added some new request to the enterprise about sending the record after some action happened, for example, sales of toxic chemical happened. It is better for enterprise to establish the procedure to responder the record requirement in administrative law and regulation in China.
