Security Manager
Job title: Supervisor facility security service

MAJOR PURPOSE:
Develops process and procedures for local use to ensure compliance with various laws. Manages daily activities of plant protection officers to ensure protection of assets, materials, equipment, facilities and people. Manages access control for all internal and external entities. May have other security functions.
MAJOR DUTIES:
· Develops security processes and procedures following corporate security guidelines for the TEDA campus. Ensure compliance with local various laws and codes.
· Manages daily activities of security service provider to ensure protection of assets, materials, equipment, facilities and people.
· Manages access control for TEDA campus.
· Manages the service contractor for door access system, CCTV system and other security systems for the TEDA site.
· Manages master key and individual key system to prevent unauthorized entry to areas not covered by door access system.
· Create and maintain of budgetary documentation in support of security system from early planning stages to daily operation to insure that all budgetary and performance issues are addressed.
· Maintains and provides data in support of security budget development and control.
· Provides administrative guidance, direction and supervision to staff of security officers at the TEDA campus. This includes determining schedules, procedures, processes, and providing work direction.
· Manages the TEDA RSOC (central control room), provides guidance on, and implements and manages, staffing, SOPs, and work direction.
· Organizes training for security officers and facility emergency response teams.
· Conducts facility security audits and makes enhancement recommendations to work site management for matters related security.
· Actively participates in the TEDA Incident Response Team.
· Directs and participates during the crisis emergency or serious situation that require security planning, involvement, or intervention.
· Assigns and provides direction to the security officers for specialty duties such as investigation, fire protection, emergency response and security SOP preparation, fleet management and mobile patrols.
· Develops and reviews various security reports related to security incidents, SOP, post orders, equipment and inspections, training, and various projects.
· Coordinates fire brigade and participates as a member.
Technical Skills & Knowledge :
Specialized skills, knowledge and abilities needed to perform the essential of the functions of the job.
· Knowledge about security systems and related technical information.- Has a good understanding of the principles and can independently use the knowledge
· Knowledge about fire ,security, life safety, and construction code information of local, and national level of various electronic system.-has a good understanding of the principles and can independently use the knowledge.

· Effective writing skills both Chinese and English.
EDUCATION:
Formal education and training required to perform the essential functions of the job. Includes degrees, certifications, licenses and /or registration requirements.
· Degree in a engineering/technology discipline or equivalent experience.- university degree( 4 years or equivalent)
· Bi-Lingual – Chinese & English –College level of Chinese and English,.
Relevant Work EXPERIENCES:
· Law enforcement (especially in the investigations and /or management area), private security, or specialized military training. 4-7 years
· Experience maintaining confidential data.-1-3 years
· Supervisory experience ,which includes placement, work direction, coaching, and performance management.-1-3 years
· Project management experience including plan development, budget management, team management, requirement gathering, delivery and deployment. -4-7 years
