职位描述
 Role purpose
1. Provide HSE advice to Business and Site Leaders and ensure compliance to Syngenta HSE policy, standards & code of practices and national / provincial HSE legislations.
2. Engage Leaders with timely information and reports at local and region level.
3. Lead the implementation of specific HSE improvement plans and programs across sites
4. Identify hazard / issues and engage Leaders with action plans to reduce risks.
5. Set the HSE strategy to align HSE team in various locations to achieve the HSE targets or objectives.

Accountabilities
1. Develop the site HSE management system, programs and procedure that comply with Syngenta requirements and local HSE legislations.
2. Engage the Leaders to set HSE targets / objectives, develop action plans, document and track implementation until completion.
3. Perform HSE audit or assessment on third party suppliers, tollers, warehouses, transporters or waste treatment & disposal sites. Evaluate HSE performance, communicate to stakeholders and recommend corrective and preventative action plans.
4. Prepare the annual HSE Letter of Assurance report and improvement plans
5. Identify HSE training needs, develop a training plan and facilitate or conduct the training to raise capability at sites
6. Provide necessary HSE support to Seeds processing and R&D sites to ensure the site HSE management systems, programs and procedures are in place.
7. Establish and maintain networks with local authorities and keep abreast of any new or emerging HSE legislations.
8. Set up networks with HSE professional from P&S, R&D, L&G and Commercial to ensure regular communication and sharing are in place.
9. Develop and review the site EMS manual, ensure key contact list are up-to-date and conduct EMS drills or table top scenarios.
10. Investigate significant accidents and incidents, identify root causes, recommend action plans and validate the completion.
11. Provide Drive For Life awareness, training and internal assessment to drivers who may drive on company business, as well as follow up the improvement plan from regional and internal DFL audits, in order to support drivers to improve individual driving behavior and skill.
12. Support the site to develop the HSE budget for programs, services, equipment, PPE and training.
13. Develop and maintain basic security policy, program and procedures with support from Regional Security Manager.
14. Provide support and technical guidance to operations personnel to ensure HSE programs are effectively implemented and maintained.
15. Ensure that proper environmental and operating permits are acquired for new facilities/operations and then maintained per local regulations
16. Support sites to address findings and non-conformances from corporate, regional or external HSE audits.
17. Participates in the design of new facilities or major revisions of existing facilities to assure proper HSE considerations are put into in place
18. Stays abreast of company, industry and regulatory activities, trends and technology to develop HSE solutions for our business and functional partners

Knowledge, experience & capabilities
Critical knowledge
1. A Bachelor’s degree is required, preferably in safety, environmental science, engineering or a closely related scientific field.
2. 8 – 10 years’ experience as a HSE professional.
3. Experience in agricultural business is preferred
4. Appreciation of HSE legislations and local cultures and its impacts on communications and practices
5. Good knowledge in HSE and Process Safety Management

Critical experience

1. University degree with chemical or engineering subjects, or equivalent professional experience
2. At least 5 years of HSE experience in the multinational chemical company / pharmaceutical / manufacturing site
3. At least 5 years of production experience in the multinational chemical company / pharmaceutical / manufacturing site
