Responsibilities 
– Incident investigation:
  Involve in near-miss/accident investigation,reporting and root cause finding;
– Safety Audit:
 Organize regular safety committee, report the company significant risk issues, track the  schedule of  improvement;
 Periodically safety inspection ( including Fire system, PPE, emergency items ), find hidden peril and analyze the trend, track significant risk issues ;
 Periodically audit construction safety, e.g. construction scheme, construction permits, qualification of operating personnel; Lock-Out, Tag-Out (LOTO) program。
 Periodically special risk assessment (e.g. fire and explosion, sprinkler system, dangerous chemicals ), provide professional advice and track improvement;
– Training:
 Provide safety education for new comers, reassign employees to ensure understanding of proper protective measures to mitigate potential hazards;
 Organize regular training on construction workers (Fir system interrupt, Confined Space Entry, hot work, etc.);
– System:
 participate in ESH management system(ISO14001, OHSAS18001 ), affairs, including maintenance , annual audit, identify the laws of system in each quarter;
 Set up BCM (Business Continuity Management) management system as team leader, carry out BCP plan preparation and audit, assist other departments to complete documents, organize BCP tabletop exercise of GMO, etc;
– Others:
 Responsible for quarterly emergency rescue drills and annual fire drill in;
 Responsible for project “safe behavior observation”, supervise the project to carry out and supervise the audit, collect observation data, analysis materials and report to CRC (China Resources Company) ,formulate training program for safety behavior;
 Regular risk assessments for operations, projects in order to identify and address potential hazards to people, facilities and the environment.
 Collect every factories` ESH basic data monthly, analyze and report to GMO, including: security hidden peril, construction project, environmental emission data;
 Assist CRC&FM Global security experts in safety audit, risk assessment, ergonomic audit;
 Familiar with new project safety / environment / occupation health;
 Assist in establish of Safety Performance evaluation project and put it into action.

主要工作内容：
1. 事故调查：
（1） 组织开展安全事故调查、分析、通报、追踪改善，并每月向总经理室汇报；
2. 安全检查：
（1） 组织安委会，提报公司重大风险议题，追踪前期会议议题改善；
（2） 定期现场安全检查（包括消防、个人防护用具、应急物品等），发现安全隐患督促整改并分析趋势，对重大安全隐患开据持续改善单（CIR）追踪改善；
（3） 定期施工安全检查，对施工方案、施工证、作业人员资质等抽查；挂牌上锁实施情况。
（4） 定期专项风险评估（如消防系统、火灾爆炸、危险化学品等），并提供专业帮助、提出改善建议并跟踪整改；
3. 培训：
（1） 对公司新进员工、转岗员工进行三级安全教育培训；
（2） 对外来施工人员（普通施工、动火作业、密闭空间作业等）进行安全教育培训；
（3） 公司新启动项目进行全员培训；
4. 体系：
（1） 协助公司ISO14001、OHSAS18001体系的运行维护及年度审核，参与体系季度法律法规鉴定；参与每年体系内审计划编制和实施；
（2） 负责公司“BCM管理体系建立”项目的推行，开展BCP预案的编写和审核,协助督导各部门完成BCM管理体系三级文件的编制，组织公司高层领导开展BCP预案沙盘推演；
5. 其他：
（1） 负责公司的季度应急救灾演练和每年度消防疏散演习开展；
（2） 主导公司“安全行为作业观察”项目推行，负责督导各分厂开展并监督稽核，收集安全行为观察数据，汇总整理编制分析报告向华润集团汇报，制订作业安全行为培训计划；
（3） 收集公司各分厂ESH相关数据并分析，向GMO汇报，包括：事故情况与调查、安全隐患、施工项目、环保指标等；
（4） 接待并协助华润集团安全专家的安全检查、风险评估及人机工程学审核，接待并协助FM Global完成公司安全评估及审核；
（5） 建项目安全/环保/职业卫生三同时监督审核，督促公司新建甲仓项目的备案进度并定期现场检查和汇报；
（6） 安全绩效考核项目建立并协助HR实施，安全绩效纳入年终绩效；
